The other best friend
So lets see here :3 Justin is Felicity's best friend okay. She is a daughter of Pluto but Justin has another best friend. They meet in Ireland a while ago when they were both very young. They meet in an orphanage. Both of them had no idea that they were demi-gods until they were playing in the woods and lupa came along bringing them to the wolf house. Justin made it out before she did though. Honestly her parent could be anybody other than the big three. I don't care if it was Discorida either xD It would be really funny.
